そもそも、「脱炭素先行地域」とは何か？ 読者の中には、「とある自治体から出るすべてのCO2 を早めにゼロにすることかしら」と思われている方もいるかもしれない。概ね正解だが、環境省の定義によると、「2050 年カーボンニュートラルに向けて、民生部門（家庭部門及び業務その他部門）の電力消費に伴うCO2 排出の実質ゼロを実現し、運輸部門や熱利用等も含めてそのほかの温室効果ガス排出削減についても、我が国全体の2030 年度目標と整合する削減を地域特性に応じて実現する地域」のことを言う。

環境省「脱炭素社会実現のための 都市間連携事業」の事業概要と事例、および令和４年度採択22案件を紹介。

兵庫県淡路市からの委託を受けて、市のカーボンニュートラルに向けたロードマップの検討及び再生可能エネルギーのポテンシャル推計に加えて、建物屋根上・ため池水上型・営農型のそれぞれについて、市内における地域と共生し地域に裨益する太陽光発電の導入促進の在り方をゾーニングに関する関係者との合意形成を図りながら検討しました。

　10年に一度という寒波が日本列島を襲った2023年１月下旬の、斜めに振っていた雪が昼に近づくにつれて真横に吹く日に、秋田県の２か所の「脱炭素先行地域」を現地訪問した。しかし、なぜ温暖化しているのに寒波が来るのか、という素朴な疑問が浮かぶだろう。 　確かに世界の平均気温は18世紀半ばの産業革命が起こった時点から比べて約1.1℃上昇していて、過去に記録のない速さで温度が上昇しており、それと共に極端な気候（台風やハリケーン、熱波や猛暑、大雨や大雪、一方で日照りや寒波など）が起こることで人間の生活や自然生態系に影響が及び、それが年々目に見える形で悪い影響を及ぼしていることへの危機感が、そして今後さらに酷くなるという科学的な予測から、なんとか気温上昇を1.5℃に抑えるために...
