温室効果ガス（GHG）排出ネットゼロの達成には、エネルギー供給、製造工程、輸送等の技術システムのイノベーションが不可欠で、これには政府や経済界による大規模な投資が求められる。一方、行政、企業、市民や各種組織など、利用する側（需要側）の変革も重要だ。 脱炭素ライフスタイルを、個人の行動変容によって実現していくことは非常に難しい。しかし、行動変容ができない理由を認識し、地域社会や職場のルール、地域で手に入る製品やサービスなど、どのような条件を変えていくことが望ましいかを学ぶことで、地域の人々が、脱炭素社会に向かう変革の主体的な役割を担うことができるようになる。
