パリ協定は，いま詳細ルール設計のプロセスにあり，2018年12月のCOP 24でルールがパッケージとして採択される予定となっている．「神は細部に宿る」の言葉のように，この運用則デザインが，パリ協定の成否を決定づけると言える． パリ協定の最大の特徴であるNDCは，途上国を含めて，目標設定を要求する．それが5年サイクルで強化されて行くことで，世界平均気温を産業革命水準から1.5–2 °C上昇レベルに抑えるというゴールに向かおうと企図されている．ただNDC緩和目標あるいはambitionのみが強化されても意味がなく，きちんと各国の国内対策が追従してこなければ意味がない． パリ協定では，NDCや政策措置は，あくまでその国の自主決定事項であるが，その策定・通報（5年サイクル）および...
