行動につながる対話の在り方とは GSTと第56回補助機関会合 (SB56) 第1回技術的対話の報告
2022年6月にドイツ・ボンで開催された国連気候変動枠条約(UNFCCC)第56回補助機関会合(SB56)において、第1回グローバルストックテイク(GST)の初めての技術的対話が実施されました。「ステートメントの類ではなく、対話をすべき」、会合中にはこのような呼びかけが繰り返されました。パリ協定の下で実施される各国の行動・支援は、世界全体で見て長期目標の達成に足りているのか。足りない場合、対話を通じていかに各国の目標引き上げにつなげられるか。この重要な問いに答えるべく、どのようにして技術的対話が実施されたのか。詳細はIGESブリーフィングノート「パリ協定・第1回グローバル・ストックテイク(GST)の展望:第1回技術的対話を終えて」をご覧ください。
The 20th Informal Meeting on Further Actions against Climate Change
(commonly known as the Japan-Brazil Informal Meeting)
The Global Stocktake (GST) was taken up at the Japan-Brazil informal meeting, where it was informally discussed by negotiators from around the world. A number of participants expressed their opinion that the GST is an important process for reviewing measures based on the Paris Agreement. In addition, the GST should lead to enhancement of the Parties’ ambitions and reflect the best available science, such as the Working Group II contribution to the Sixth Assessment Report of the IPCC. Some suggested that participation from non-state actors should be ensured in the GST process because of their widening roles in taking measures against climate change (*source).
The outcomes of the GST will provide information to support member parties in updating and strengthening their climate actions and enhancing international cooperation. Countries are encouraged to use the outcomes to update and strengthen the reduction targets they commit to in their Nationally Determined Contributions (NDCs).
The participation and engagement of Non-Party Stakeholders, including civil society, businesses, local governments, academia and NGOs, play an important role in the implementation of the GST. Non-Party Stakeholders can join the GST by making submissions, however no further participatory approach has yet been decided. A comprehensive mechanism that allows all stakeholders to engage in discussions needs to be established as soon as possible.
