2023 年のＧ７サミットは、日本が議長国を務め、2023 年５月に広島で開催することが決定している。また、サミットの開催に合わせ、様々なＧ７関係閣僚会合が開催される予定であり、北海道札幌市において、環境省が経済産業省とともに、気候・エネルギー・環境大臣会合（開催予定日：2023 年４月15 日（土）～16 日（日））を開催する。本大臣会合に先立ち、令和５年１月から準備会合が開催された。 本業務では、これらＧ７会合（サミット及び大臣会合並びにその準備・関連会合）に関して、議論に必要となる資料の収集・分析、成果文書案の分析、報告書の作成等を行い、また同会合や準備会合等に関する技術支援等を行い、会合の成果が環境政策の推進に資するよう、業務を行った。

令和5年は、インドがG20議長国となり、7月に環境・気候大臣会合及び９月にサミットが開催される予定となっている。また大臣会合に先立ち令和4年度内から準備会合が開催された。 本業務では、令和4年度に開催された準備会合に関して、議事録、速報版、報告書の作成などを行った。また、同準備会合などに関する情報収集・分析などのサブスタンス支援を行った。

2015年９月に持続可能な開発目標（Sustainable Development Goals: SDGs）を中核とする2030アジェンダが採択された。SDGsを含む2030アジェンダは、2030年に向けた国際社会の羅針盤として、先進国、途上国の別なく全ての国にSDGs達成に向けた行動を求める内容となっている。その後、国連は2020年からの10年間をSDGs達成のための「行動の10年」と設定し、各国や様々なステークホルダーに対してSDGsへの一層の取組強化を求めている。我が国においては、2016年５月に首相を本部長、全閣僚を構成員とするSDGs推進本部が設置されるとともに、SDGs実施指針が決定された。環境省においては、環境側面からの経済・社会課題の同時解決を目指し...

本業務ではSDGsの進捗上位 5 か国の更新事項と、SDGs の実施及び SDGs 進捗管理・モニタリングにおいて先進的な取り組みを進めるブータン、インド、インドネシア、フィリピンのアジア 4 カ国を調査し、日本の SDGs 実施指針改定に向けた議論の参考となる情報をとりまとめた。それによって、本報告書は日本の進捗管理・モニタリング体制の構築・体制整備に貢献し、オールジャパンとしての SDGs 実施を加速させることを目指すものである。
