令和３年度林野庁委託事業「クリーンウッド」利用推進事業のうち生産国リスク情報活用に向けた調査報告書下巻（先進事例調査）

TPP協定「環境章」において、各国による違法伐採の抑止に働く行政措置の強化が規定されるとともに、日EU・EPAの「貿易と持続可能な開発章」においても、各国が違法伐採及び関連する貿易への対処に貢献することが規定されている。これらに対応するために、我が国の違法伐採木材への対策として平成29年５月に施行された「合法伐採木材等の流通及び利用の促進に関する法律」（通称「クリーンウッド法」。以下「クリーンウッド法」という。）を着実に運用していく必要がある。本事業は、林野庁ホームページ「クリーンウッド・ナビ」に掲載されている生産国リスク情報を、木材関連事業者等の利用者がより活用しやすくするための検討及び情報の整理を行うことを目的とした。具体的には、①リスク情報に基づく基本的な合法性確認（デュー...

令和2年度開発援助調査研究業務「SDGs推進に関する各国の実施体制及び方法の調査」調査報告書

本調査では、スウェーデン、デンマーク、ドイツ、フィンランド及びフランスの 5 カ国を対象に、各国の持続可能な開発目標（SDGs）の①実施体制、②進捗状況の評価方法、③その他独自の取組を調べた。これらの国は持続可能な開発ソリューション・ネットワーク（SDSN）とベルテルスマン財団が発表している SDG 指数等、SDGs の進捗状況に関する世界ランキングで常に上位につけている。これらの国の実施体制や進捗状況の評価方法等を理解することは、日本を含む他の国々における SDGs の実施を強化するのに有益と考えられる。調査は、机上調査と聞き取り調査を組み合わせる手法をとった。机上調査では、各国の自発的国家レビュー（VNR）、SDGs 行動計画、その他の関連文書を精査した。さらに、5...
