循環経済（サーキュラーエコノミー）とは、資源循環を通じた経済の在り方であり、調達、生産、消費、廃棄といった一方向の流れではなく、リサイクル、再利用、再生産、省資源の製品開発、シェアリングなどを通じた資源循環の実現を目指す概念である。本稿では、欧州における政策開発や国際合意を背景に近年急速に機運が高まりつつある循環経済に焦点を当て、なぜいま世界的に循環経済が注目されているのか、またその実施に向けた動きをSDGsやビジネスの観点から概観している。

SDG12は、持続可能な消費と生産（SCP）に関わるゴールである。現在、SCPは大きく2つの政策領域にまたがる形で議論がされている。 １つ目の領域は、循環経済である。パリ協定を受けた次の大テーマの最有力候補が、資源効率性の向上であり、循環経済である。天然資源の利用をなるべく削減し、循環資源の利用拡大を目指すものであるが、同時に、サービス化、デジタル化、シェアリングなどの新たなビジネス動向を含む動きとなっている。従来の廃棄物リサイクル分野での議論を越えるものとなってきている。 2つ目の領域は、持続可能なライフスタイルとインフラへの移行である。これは、製品単位の省エネルギー、省資源化、消費者の意識向上だけでは、SCP形態への移行が困難であるとの認識から発している。
