This presentation sets the level of group discussions at the side event, entitled "Measuring capacity progress in climate transparency under the Global Stocktake (GST)". It includes why measurement of capacity progress is important, challenges and opportunities at the time of GST, and the proposed way forward.

冷え切った米中関係は今年１１月１５日に実現できた習近平国家主席とバイデン大統領の首脳会談を契機に転換期を迎えている。その証が気候変動分野の二国間協力が再開したことだ。 米中首脳会談に先立ち、両政府は14日、気候変動対策で合意した内容をまとめた共同声明を出した（２３年米中気候変動声明）。声明は、両政府は「２１世紀２０年代気候変動アクション強化作業部会」発足させ、気候変動アクションを強化するための二国間の対話と協力を再開することを宣言し、エネルギー転換（省エネ、再エネなど）、プラスチック削減、都市間連携、森林対策、大気汚染対策など具体的な協力分野についてもリストアップした。目立つのがメタン削減分野に関する合意内容である。
