2015 年12 月にパリ協定が採択されてから約6 年がたち、ついに、2021 年11 月13 日に英国・グラスゴーで開催された第26 回国連気候変動枠組条約締約国会議で、パリ協定第6 条のルールがグラスゴーパッケージの一つとして採択された。2021 年7 月に6 条についての閣僚級会合が開催され、１）6 条2 項を通じた適応への貢献、２）6 条4 項における相当調整4、３）2020 年以前のCDM クレジットの移管が政治レベルで解決すべき問題として特定された。COP26 でも、この3 つが重要な論点として交渉が 行われた。本ブリーフィングノートでは、この3 つの論点の結果について解説する。
