本調査は、ベトナム北部最大の港湾都市で、ハノイ市やホーチミン市と並ぶ中央直轄市の一つであるハイフォン市と、同市と姉妹都市の関係にある北九州市との都市間連携を通して、GHG排出削減および環境への負荷を抑制し資源循環を促進するエコ工業団地（UNIDOとベトナム計画投資省が進めているEco-Industrial Park認定制度）を推進することにより、ゼロエミッション型工業団地の実装を目指すものである。

ベトナムは日本を含む多くの国にとって重要な木材製品供給国である。同国は、木材加工貿易国であり、熱帯諸国から丸太や製材を輸入し、木材製品に利用している。また、国産材については、小規模農家が管理する植林地が重要な木材供給源となっているが、木材生産者が多くなりサプライチェーンが複雑となっている。こうした特徴は、輸出される木材製品の合法性確認を行う上での課題にもなっている。 本発表は、ベトナム政府が定めたリスク基準（樹種及び地域リスク）に基づき日本に輸出される木材製品の中で、どの製品にどの程度リスク木材が含まれるのか、貿易データに基づく傾向を明らかにするとともに、国産植林木を使った製品のデュー・デリジェンスに活用できるベトナム事業者の取組事例を紹介する。
