個人の行動変容と意識の向上により脱炭素（ネットゼロ）社会の実現を図ることに限界があり、循環経済を構築し、より循環型なくらしを浸透させるには、人びとの働き方やライフスタイルのルールを変える社会変革が必要であると説明しました。また、COVID-19の影響がこの傾向を増幅させていると示唆しました。具体的には、脱炭素（ネットゼロ）や海洋プラごみ流失ゼロといった長期目標を実現した社会の姿を皆で描き、そして、その実現に向けて市民の行動変容や政策介入に係る社会実験を行い、効果を検証する証拠を積み重ねていくことが肝要であると指摘しました。
