ISAP 2023 全体会合２「解決策の実施（気候変動・生物多様性・循環経済）： エントリーポイントと制度改革」
ISAP2023の全体会合２にパネリストとして堀田康彦が登壇しました。循環経済分野に関して、堀田康彦は、プラスチック汚染に関する国際条約の策定に関心が集まっているとして、プラスチックが様々な分野に関連することから、統合的な取り組みにつながる可能性を指摘しました。国際的な合意を地域、各国、自治体レベルに落とし込むとともに、各レベルの課題を国際的な目標設定に反映していく研究活動を展開しており、ベトナム・ダナン市での廃棄物管理プロジェクトと、国内諸都市を対象とした1.5℃ライフスタイルプロジェクトを紹介しました。

EXPERT CONSULTATION WORKSHOP: Review of the Assessment Report on Plastic Pollution Management in Asia and the Pacific
Mahidol University and UNEP co-organized an expert review meeting of their on-going publication project on " Assessment Report on Plastic Pollution Management in Asia and the Pacific."". Hotta facilitated a session 1 on policy approaches to plastic pollution with providing a guiding questions and major discussion points for the report.

南三陸地域における生ゴミ液肥利用の持続可能性と課題
南三陸いのちめぐるまち学会第2回大会
南三陸地域では、官民連携による生ゴミ液肥利用事業が開始してから9年以上が経過し、燃やすごみの削減、地域連携の強化、そして持続可能な農業生産への貢献が実現されています。しかし、分別回収される生ゴミが増加しつづけてきたものの、それは一般廃棄物全体の10％未満に過ぎません。また、施設の稼働率がまだ5-6割に留まっていることや、補助金に依存している現状など、多くの課題が残されています。本研究では、有機物の物質フローを明らかにすることで、地域内の循環利用の現状を評価し、地域活性化を促進し、持続可能なビジネスモデルの構築に向けた課題と解決策を検討します。

慶應大学 総合政策・環境情報学部の「地球環境政策」のオムニバス形式の講義で、IGES 堀田康彦がゲスト講師として、持続可能な消費と生産のための政策デザインと題して講義を行った。内容としては、SCP政策領域の拡大、SCP政策の異なるアプローチ、アジア途上国での消費と生産の重心の移動、SCP政策の介入ポイント、コロナ禍での変化、ビジョン創発型の政策デザインの重要性などを論じた。
