食糧、エネルギー、水といった資源の需給、雇用や観光を通じた経済や人々の交流、廃棄物処理等を通じ、都市部と農村部は相互に深く関連している。新型コロナウイルスのパンデミックは、都市農村連環のあり方や、将来起こり得るさらなる衝撃に対してレジリエントな社会を築くための道筋の再考を私たちに迫った。本稿では、コロナ禍からの復興を契機に「地域循環共生圏」の実現を通じた新しい都市と農村の関係構築を行うことを、日本とインドを例に模索する。

本ファクトシートシリーズは日本の気候変動適応政策に関してテーマ別に概要を整理し、一般向けに気候変動 適応とその政策について解説する。今回のテーマである海洋と沿岸に関する気候変動適応はこれまで国際的 にも国内でも十分に情報が整理されてこなかった。そこで、本稿では独自に４つの分野に分類した後、各分野 における主な気候変動の影響とそれに対応する国内の政策について整理した。また、関連し合う個別の政策 や指針が複数存在している状況から、どのように整合性をとり、政策を統合していくかに関して、国際的に提唱 されている方法論を3つ紹介する。
