本調査は、ベトナム北部最大の港湾都市で、ハノイ市やホーチミン市と並ぶ中央直轄市の一つであるハイフォン市と、同市と姉妹都市の関係にある北九州市との都市間連携を通して、GHG排出削減および環境への負荷を抑制し資源循環を促進するエコ工業団地(UNIDOとベトナム計画投資省が進めているEco-Industrial Park認定制度)を推進することにより、ゼロエミッション型工業団地の実装を目指すものである。

セメント産業は、世界で3番目に大きなエネルギー消費産業で、2番目に大きなCO2排出産業である。経済発展が著しい開発途上国諸国において、セメントはインフラ開発において基礎を成す重要な産業であるため、セメント産業を持続可能な形に移行していくことは、脱炭素社会の実現に向けて避けて通れない重要課題である。本調査は、北九州市と西ジャワ州との都市間連携の下、両国の関連自治体、企業、中央政府機関等のステークホルダーと連携して、この重要課題に取り組み、具体的なソリューションを提示することを目的に実施したものである。
