本ペーパーでは、日本の自治体による気候変動・生物多様性・ＳＤＧｓに相乗効果（シナジー）をもたらす取り組みを3つ紹介しています。これらの事例は2023年のハイレベル政治フォーラム（HLPF2023）にて、環境省によって世界に共有されました。

2023 年のＧ７サミットは、日本が議長国を務め、2023 年５月に広島で開催することが決定している。また、サミットの開催に合わせ、様々なＧ７関係閣僚会合が開催される予定であり、北海道札幌市において、環境省が経済産業省とともに、気候・エネルギー・環境大臣会合（開催予定日：2023 年４月15 日（土）～16 日（日））を開催する。本大臣会合に先立ち、令和５年１月から準備会合が開催された。 本業務では、これらＧ７会合（サミット及び大臣会合並びにその準備・関連会合）に関して、議論に必要となる資料の収集・分析、成果文書案の分析、報告書の作成等を行い、また同会合や準備会合等に関する技術支援等を行い、会合の成果が環境政策の推進に資するよう、業務を行った。

令和5年は、インドがG20議長国となり、7月に環境・気候大臣会合及び９月にサミットが開催される予定となっている。また大臣会合に先立ち令和4年度内から準備会合が開催された。 本業務では、令和4年度に開催された準備会合に関して、議事録、速報版、報告書の作成などを行った。また、同準備会合などに関する情報収集・分析などのサブスタンス支援を行った。

2021 年は英国がG7の議長を務め、サミット及び一連の大臣会合を開催した。G7には、 エンゲージメントグループという、政府から独立したステークホルダーが提言や政策対話を行う仕組みが 存在する。各エンゲージメントグループは、本年６月に開催されたG7サミットに先立ち、G7で議論される分野に関してそれぞれ提言をまとめ、公開した。本稿では、気候・環境分野に関する各エンゲージメントグループの提言を整理し、G7サミットの成果とエンゲージメントグループの提言を主に比較した。その結果、エンゲージメントグループによる提言の多くは、G7カービスベイ首脳コミュニケ（首脳コミュニケ）及び付属文書、気候・環境大臣会合コミュニケ（大臣会合コミュニケ）等で合意された内容の中に何らかの形で言及がなされていることが分かった...
