本報告書は、令和４年度ESG金融実践促進に向けた 調査及び環境整備委託業務に伴い実施した、国内外のグリーンファイナンス動向の調査、有識者が出席する検討会の実施及び市場関係者へのヒアリング、国内外のシンポジウム等への出席、 「グリーンファイナンスポータル」の構築しとコンテンツ発信 を、年間実績として記すものである。

2021年末までの日本のグリーンボンドの発行累積総額は373.3億米ドル （4.39兆円）に上り、この額はグローバル国別ランキングで１１位である。また、2021年単年でみると、グリーンボンドの発行額は114億米ドル（1.27兆円）に上り、この額は2021年国別ランキングで5位となる。グリーンボンド以外でも、日本のソーシャル及びサステナブル・テーマ債の市場は全体的に増加傾向にあり、特にサステナビリティ・リンク・ボンドは引き続き発行額の増加が期待される。 また、環境省、金融庁、経済産業省、日本銀行等も様々なグリーンファイナンス関連政策を打ちだしているが、本レポートでは、2021年、及び、2022年１月-８月の間に発表されたグリーンファイナンス関連政策についても概要も示している。
