水ストレスは世界的な問題であり、特に安全な水を利用できない人が多く暮らすアジアの途上国において重大な問題である。人口の増加等、長年の社会経済的要因に加え、気候変動が水ストレスに対する懸念の高まる一因となっている。本章では持続可能な水利用の推進に関し、特に政策ツールとして経済的手法の利用について以下に掲げる点について議論している。 ―水ストレスの増大に対処するには、新たな水源を開発するよりも、水利用のあらゆる局面で持続可能な水消費を推進すべきである。 • アジア各国で経済的手法（EI）を適用した事例から、EIだけでは持続可能な消費を推進できないことがわかる。 • EIの導入が貧困層の安全な水へのアクセスを必ずしも妨げるわけではないが、水道への接続費用の助成等、適切な資金援助が必要である。 •...
